last night. ktvu's alex savidge joins us live to explain what caused the victim to go out in the dark. >> reporter: good morning. this man's body was recovered. it's believed he drowned. firefighters say he went out in the rain last night trying to find his lost cat and he ended up falling off this sleep cliff behind his house and he landed in the water. this is a water-filled rock quarry right below his home here. this is next to the rockridge shopping center. the oakland fire department launched a search around 7:00 last night after the man's friend reported him missing. rescuers used a boat. one rescue worker rappelled down the cliff. just before 1:00 this morning, they found the man's body about 30 feet under water. one of the drivers involved in this recovery operation explain how they locate a body in dark, murky water like this. >> we use a circle search where we set an anchor at the bottom and a buoy at the top. we have drivers stationed on the bottom and another diver that circles that anchor searching for our target. >> reporter: so far, authorities are not releasing the ide

bay mountain and valley locations. some of us slipping back to near 30 degrees. show you what you can expect for your afternoon coming up. >>> a memorial is being dedicated on this veterans day for the men and women who serve this country. >> hundreds are expected at the ceremony. allie rasmus joins us. >> reporter: this is behind the park in the community center. this is the new veterans memorial that is going to be unveiled and dedicated officially today at 11:00 for veteran's day. it is 35 feet across. you can see the flagpole in the center of t and they will have a brand new flag flying from it. it is one for each branch of the military. now, it took eight months to build and countless hours of effort to raise the $200,000 needed to build the memorial. >> this is the post war 1961 that spearheaded the project. now, that it is complete. it will be dedicated at a ceremony that starts here in the park. this is in castor valley. >> there will be a helicopter and c-130 flyover. dignitaries will speak and members of the american legion. veterans of foreign wars will lay wreaths out here

. there is just a ton of moisture that has to work toward us. we will talk about that . >> thank you. we have that flash flood warning in effect for sonoma county until nine. be aware of that and a lot of parts of the north bay and east bay and santa cruz area getting a lot of rain. this is a look at the san mateo bridge. it's a little foggy. in san francisco a look at 101 shows traffic moving well. we have a high wind advisory on the bay bridge. it's 7:03. we will head out to c hugey dine who is monitoring an accident in livermore. >> reporter: it's a mess out here. interstate 580 hasn't been a great place to be. four accidents, this one may take a while. take a look at this tractor trailer and what happened to it. the second half of the trailer flipped over. they called in two tow trucks to try to figure out how to flip it back over. in the meantime its blocking traffic and things have really showed down. the driver out here, you can see him, he told me that he was just coming up the pass and his truck just started sliding from side to side. he just couldn't control it and is this what happ
